Vacancy : Project Assistant III


International Organization for Migration (IOM) Indonesia is looking for a Project Assistant III (Project & Partnership Coordinator) according to the terms of reference below:

 Position title : Project Assistant III
 Position grade : General Service Staff, Grade 6
 Base Salary : IDR 16,652,000 per month
 Duty station : Bandung
 Type of Contract : Special All Inclusive Contract for 6 (six) months (subject to the medical clearance). The tenure of contract of internal candidate holding a Fixed Term/Regular contract will remain unchanged.

 RESPONSIBILITIES AND ACCOUNTABILITIES
1. Assist HoSO in formulating and reviewing the overall project strategy for implementation, coordination and partnership, including technical instruments, methods and timeframes;
2. Assist HoSO in the necessary revisions of project approach, methodology, partnerships, and cross cutting issues;
3. Oversee and coordinate the implementation of all project components covering DRR, GIS/ Information Management, as well as Government and Stakeholders engagement;
4. In coordination with the Head of Sub-office, monitor the implementation and performance of all project components including the implementation at 7 (seven) district level IOM satellites offices; using key documents such as the Project Document; IOM rules and regulations; donor guidelines, and other strategic documents;
5. Under the supervision of HoSO, provide advice and backstopping support to DRR, GIS/IM, and Government Liaison Supervisors for project implementation and coordination at the provincial and district level;
6. Lead the DRR, GIS/IM, and Government Liaison Supervisors in analyzing national and sub-national level government policies or regulations and ensure that IOM DRR Project is inline with those policies and regulation to promote sustainability of the project;
7. Lead the DRR, GIS/IM, and Government Liaison Supervisors for advocacy and liaison to various government departments to ensure governments’ endorsement and active participation to allow the project to contribute to the national goal of resilient community;
8. Assist HoSO in assessing the progress in the achievement of planned results as per Log Frame. Identify and opportunely communicate major constraints, possible deviations and corrective actions to address those;
9. In coordination with project units and departments, identify best practices and lessons learned and as needed integrate those to improve project implementation;
10. Lead project departments in developing project work plan and coordinate with project units and departments to ensure quality and timely implementation of the activities in accordance with the Project Document;
11. In coordination with Public Information Unit (PIU), ensure the consolidation, development and production of IEC materials including training modules;
12. Coordinate project units and departments on the quality and timely delivery and implementation of various awareness raising events and ensuring participation from government entities, NGOs/CSOs, and communities;
13. Under HoSO supervision, coordinate with Gender Specialist to develop strategies for ensuring integration of cross-cutting issues (gender, disability, protection) into the project implementation;
14. Coordinate with Gender Specialist and other relevant departments and units, developing database and ensuring smooth and constant flow of project-derived data from all activities recorded;
15. Establish and maintain liaison with national and sub-national government authorities and national/international institutions including private sector, aimed at coordinating and promoting IOM project activities as well as identifying opportunity for partnership;
16. In coordination with the HoSO, maintain active participation and coordination with various DRR related platform at national and sub-national level e.g. Capacity Building Working Group (CDWG) and provide regular updates and feedback on developments and strategy;
17. Review completed data sets against data analysis and prepares periodic draft reports on project outputs, indicators and planned activities;
18. Assist HoSO in preparing and conducting official visits, including donors and government delegations;
19. Assist HoSO in preparing timely report on regular basis for internal IOM, government counterparts and submission to the donor;
20. In coordination with HoSO, identify and select implementing partners for all of the project components;
21. Coordinate and undertake monitoring of implementing partners/consultants to ensure the quality and timeliness of the services delivered and compliance of service providers with their contractual obligations vis-à-vis IOM;
22. Ensure timely reporting of the implementing partners and assist HoSO in the analysis of local partner/grantee reports submitted in order to streamline project activities and donor reports;
23. Conduct regular meetings with project teams and implementing partners (if requested) to identify, discuss and resolve bottlenecks, challenges, and successes in operation;
24. Advice HoSO on methodologies for engaging government entities, communities and other stakeholders e.g. private sector for consultative processes and implementation of the project.
25. Advice HoSO on innovative approaches, methodologies and activities required to monitor, evaluate and comply with the donor guidelines for the project.
26. Initiate the periodic desk review of the program operational and administrative activities; providing recommendations to the HoSO to streamline IOM and implementing partner/ grantee procedures with a view to increasing effectiveness and efficiency.
27. Advise HoSO on recent developments and any situation that may require additional support and/or adjustments of ongoing and planned project activities.

Serangan Oemoem 1 Maret “Putihkan Jembatan Kewek”

Dalam rangka memperingati Serangan Oemoem 1 Maret 1949 dimana para pejuang kemerdekaan RI berhasil merebut kembali Yogyakarta dalam waktu 6 jam, pada tahun ini (2013) peringatan yang dikenal dengan sebutan SO 1 Maret tersebut diperingati dengan cara ”Merebut” kembali ruang-ruang publik yang sudah di komersilkan.

Salah satu yang sekarang sedang hangat-hangatnya di Yogyakarta adalah tentang adanya iklan di Jembatan Kewek. Jembatan Kewek adalah salah satu bagian inti dari kawasan pusaka Kotabaru yang ditetapkan dengan Keputusan Gubernur DIY No 186/KEP/2011 tanggal 15 Agustus 2011 tentang Penetapan Kawasan Cagar Budaya. Jembatan ini meliputi jembatan kereta api dan jembatan jalan raya yang menghubungkan kawasan Kotabaru dan Malioboro. Jembatan kereta api yang melintas di atas Kali Code ini ada sejak dibangunnya jaringan rel kereta api dan Stasiun Lempuyangan yang dikelola oleh Nederlands-Indische Spoorwegmaatshappelijk (NIS) pada tahun 1872. Jembatan untuk jalan raya yang menghubungkan Boulevard Jonquiere (sekarang Jl. Abu Bakar Ali) hingga ke Malioboro selesai dibangun pada tahun 1924 (Dingemans, 1926).

Dimulai dari broadcast di media sosial dari beberapa element masyarakat Yogyakarta seperti Pesepeda Jogja, Jogja Street Art dan Komunitas Reresik Sampah Visual maka SO 1 Maret kali ini bertujuan untuk ”Merebut” kembali ruang kota jogja terutama dari komersialisasi. Dengan mengambil start dari alun-alun utara Yogyakarta para pesepeda kemudian bergerak menuju Jembatan Kewek.

Sesampainya jembatan Kewek tanpa menunggu lama serangan pun di mulai dengan Memutihkan kembali jembatan Kewek dan menghilangkan dari komersialisasi

 Duty station: Jakarta – Indonesia
 Type of Contract: Special All Inclusive Contract for 6 (six) months, subject to the medical clearance (the first three months will be considered as probation period). The tenure of contract of internal candidate holding a Fixed Term/Regular contract will remain unchanged.

 RESPONSIBILITIES AND ACCOUNTABILITIES

1. Lead administrative duties in close coordination with the National Programme Officer and ensure that all administrative as well as logistics arrangements are carried out efficiently, effectively and promptly.
2. Drafting official letters and correspondence for project/program, both in English and Bahasa Indonesia; compile agenda; minutes of meetings and related documentation.
3. Provide specialized administrative assistance, ie. The maintenance of the updated contact details; important documents related to the project/program activity; the filing of incoming and outgoing letters and other supporting documents.
4. Provide activity report and maintain accurate activity records.
5. Assist in the planning, coordination and arrangement for successful conduction of meetings, and mission events, such as conferences/seminars/presentations.
6. Coordinate with Procurement Unit to obtain the best service providers and local suppliers for events; and ensure that requests for payment due are accurate and necessary. Tasks to include receiving, verifying and checking of all incoming invoices/official receipts for payments of project/program-related events and activities, and also to ensure all required valid supporting documents are provided.
7. Preparation of all necessary requirements, logistics and administrative, for mission travels, which includes hotel arrangements, travel itineraries, airport transfers, tickets and cash advance requests.
8. In close coordination with the National Officer, prepare the Purchase Request Form to include all necessary operational expenses for events.
9. Responsible for preparing, managing and handling of cash advances or travel allowances, also for government officials, and prompt coordination with Finance Unit in relation to settlement of cash advances or travel allowances.
10. Provide good translations and fluent, correct interpretation (English to Bahasa Indonesia & vice versa).
11. Develop and prepare presentation materials in close coordination with National Officer.
12. Present materials at seminars, if and when required.
13. Attend meeting, if and when required.
14. Travel on mission, if and when required, to provide and manage administrative as well as logistics of events.
15. Follow up and maintain coordination with necessary institutions/ministries and/or other authorities, if and when requested, and in close coordination with the National Officer.
16. Identify issues affecting efficient process delivery and recommend remedial actions. Perform other duties as may be assigned

 EDUCATION AND EXPERIENCE

- University degree International Relation, Business Administration, Management, and/or Accounting or Finance.
- Excellent computer skills: Power Point, Excel, Word and Outlook required.
- At least five years of experience in Administration, Logistics and Finance at International Organization.

 LANGUAGES

Fluency in English and Bahasa Indonesia, both oral and written

STUDI PENERAPAN FIRE SAFETY MANAGEMENT (FSM)

Abstrak
Seiring dengan semakin bertambahnya jumlah penduduk di kota-kota besar di Indonesia maka kebutuhan infrastruktur juga semakin meningkat. Yogyakarta sebagai salah satu kota besar di Indonesia tidak lepas dari efek perkembangan jumlah penduduk tersebut. Sehingga tidak dapat kita pungkiri akan kebutuhan bangunan gedung, terutama bangunan kantor, kampus, rumah sakit dan bangunan komersil (hotel dan pusat perbelanjaan)  semakin meningkat
  
Pembangunan gedung-gedung harus sesuai dengan Undang-Undang Bangunan Gedung No. 28 2002 (UUBG 2002). Undang-undang ini menghendaki terciptanya suatu bangunan gedung yang aman, nyaman dan  produktif bagi penghuninya. Faktor keselamatan merupakan salah satu persyaratan penting yang harus dipenuhi  oleh sebuah bangunan gedung.

Salah satu aspek keselamatan adalah keselamatan terhadap bahaya kebakaran. Kebakaran merupakan suatu hal yang harus di waspadai karena dapat menimbulkan resiko kerugian material dan korban jiwa. Jika di pandang dari segi besarnya, maka kerugian akibat jatuhnya korban jiwa baik karena kematian maupun cacat fisik akan jauh lebih besar dari kerugian marteril yang di sebabkan rusaknya atau musnahnya bangunan tersebut. Hal ini dapat dimengerti, sebab kerusakan suatu bangunan dapat di tanggulangi dengan asuransi dan bangunan dapat didirikan kembali, sedangkan kehilangan jiwa tidak dapat digantikan dan dapat berdampak sangat luas. Bencana kebakaran merugikan bagi semua pihak, baik pemilik bangunan, pengelola bangunan, atau masyarakat lainnya yang berada dalam gedung. 

Ancaman bagi keselamatan jiwa jika terjadi kebakaran selain ditimbulkan oleh api juga bisa ditimbulkan oleh asap, sesungguhnya asap lebih berbahaya dari api sebab menghasilkan gas-gas beracun, menjalar lebih cepat dari api dan menimbulkan kepanikan karena kepekatannya. Besarnya resiko kehilangan korban jiwa oleh kebakaran pada suatu bangunan gedung  di sebabkan oleh beberapa hal antara lain kompleksitas rancangan bangunan yang menyangkut bentuk, luas, ketinggian, bahan kontruksi dan interior, serta karakteristik penghuninya. Jika penghuni bangunan berada dalam kondisi fisik yang lemah seperti pasien di rumah sakit maka resiko ini akan semakin besar, dalam kasus yang seperti ini bahkan evakuasi atau pemindahan pasien dari tempat berbaring merupakan hal yang mengandung resiko yang sangat besar.

Menurut Direktorat Pengawasan Keselamatan Kerja Ditjen Pembinaan Pengawasan Ketenagakerjaan (2004) yang mengutip dari Pusat Laboratorium Forensik Mabes Polri bahwa antara tahun 1997-2001 terjadi 1.121 kasus kebakaran dengan 76,1 % terjadi di tempat kerja dan 23,9 % terjadi di bukan tempat kerja. Menurut penelitian yang dilakukan oleh Tambunan (2006) tentang penerapan sistem keselamatan jiwa terhadap bahaya kebakaran pada perancangan bangunan rumah sakit di Bandung menghasilkan bahwa tiga dari empat rumah sakit yang diteliti di Bandung tidak aman terhadap bahaya kebakaran khususnya bagi keselamatan jiwa penghuninya. Hal-hal yang menyebabkannya adalah karena tidak adanya alarm detektor asap, adanya koridor buntu, tidak adanya horizontal exit yang membentuk suatu area penyelamatan sementara yang dapat menahan penjalaran asap, tangga- tangga yang tidak tertutup dan tidak di proteksi baik oleh dinding pintu tahan api maupun oleh alat pengontrol asap yang membentuk bukaan vertikal sebagai media penjalaran asap. Adanya area berbahaya seperti ruang linen, gudang perabot bekas, ruang penyimpanan tabung serta locker yang tidak dilengkapi dengan alat detektor atau splinker. Kondisi manajemen  kebakaran pada setiap rumah sakit masih terdapat kekurangan dalam pelaksanaan manajemen kebakaran khususnya frekuensi latihan evakuasi yang akan mempengaruhi kesiapan dan kesigapan personil apabila keadaan darurat terjadi.

Penelitian yang dilakukan oleh Lasino dan Fefen Suhendi  (2005) dari Balai Sains Bangunan Puslitbang Permukiman Departemen Pekerjaan Umum tentang penerapan manajemen keselamatan kebakaran (Fire Safety Management) pada bangunan gedung tinggi di Indonesia menyimpulkan bahwa  pada dasarnya Fire Safety Management (FSM) telah di jalankan pada bangunan gedung dengan bentuk dan kulitas yang beragam. Didapati bahwa bangunan komersil (hotel dan pusat perbelanjaan) memiliki perhatian yang lebih baik dalam penerapan Fire Safety Management (FSM) dibandingkan dengan bangunan perkantoran dan rumah sakit. Sedangkan kendala-kendala yang dihadapi dalam penerapan Fire Safety Management (FSM) dapat dikelompokan menjadi : 1) kendala personil (baik kuantitas maupun kualitas), 2) pembiayaan yang dirasa memberatkan, 3) kebijakan (baik kebijakan internal maupun kebijakan external).

Bahaya kebakaran dapat datang secara tiba-tiba, namun bencana ini dapat dihindari oleh penghuni bangunan tersebut melalui penerapan ketentuan dan persyaratan teknis kontruksi yang berlaku pada setiap pembangunan gedung. Untuk menjamin tingkat keselamatan sebuah bangunan gedung agar dapat digunakan sesuai dengan fungsinya maka perlu dilengkapi dengan system proteksi aktif, system proteksi pasif dan penerapan Fire Safety Management (FSM). Menurut Kepmenneg PU No. 10/KPTS/2000 Manajemen Penanggulangan Kebakaran (MPK)/ Fire Safety Management  (FSM) bangunan gedung adalah bagian dari manajemen bangunan untuk mengupayakan kesiapan pengelola, penghuni dan Regu Pemadam Kebakaran (RPK) terhadap kegiatan pemadaman yang terjadi pada suatu bangunan gedung. 

Elemen sentral dalam strategi pencegahan dan penanggulangan bahaya kebakaran penerapan kualitas Fire Safety Management (FSM), bisa jadi sebuah bangunan gedung di lengkapi dengan proteksi aktif  yang hebat dan memiliki rancangan proteksi pasif yang baik, akan tetapi semua itu tidak akan banyak berguna sepanjang waktu apabila prinsip-prinsip manajaemen keselamatan kebakaran tidak diaplikasikan dengan baik.

Kenyataan dilapangan menunjukan bahwa sebagian besar bangunan gedung belum menerapkan sistem Fire Safety Management  (FSM), sistem ini hanya diterapkan pada saat peresmian bangunan saja, seiring dengan berjalannya waktu Fire Safety Management  (FSM) ini juga tidak berjalan dengan berbagai alasan atau tidak konsisten dalam pelaksanaannya

Festival Kesenian Yogya (FKY) 2012 - Kirab Budaya

Festival Kesenian Yogyakarta (FKY) merupakan festival yang diadakan tiap tahun di Yogyakarta, untuk tahun 2012 FKY diselenggarakan untuk ke 24 kalinya (seumuran gue gan), acara ini akan berlangsung dari tanggal 20 Juni-5 Juni 2012.

Sebagai pembukaan FKY XXIV dimulai dengan kirab budaya sepanjang Jl. Malioboro, acara ini di buka Oleh Sultan DIY dan dimeriahkan oleh 25 Komunitas/Instansi.

Duty Station : Pekanbaru – Indonesia
Type of Contract : SAIC, 3 months with possibility for extension
General Functions :
Under the guidance and direct supervisor of Senior Resources Management Officer in Jakarta, the field-based Administrative and Finance Assistant will be responsible for providing in particular, he/she will:
1. Receive and checking all incoming invoices/official receipts for accuracy before processing requests for payments
2. Process and release cash and cheque payments to staff and/or other payees as approved by the National Head of Sub-Office, ensuring that signed official receipts support all payments

3. Responsible for petty cash and handle petty cash requirements and reimbursement of approved expenditures of staff

4. Maintain daily balance book to support petty cash
5. Prepare monthly financial report reflecting all cash receipts and expenditures for reviewed by National Head of Sub-Office and submission to the Jakarta office
6. Prepare monthly budget and submit to Jakarta Office for approval and subsequent transfer funds
7. Maintain an efficient filling system of all financial and other supporting documents
8. Ensure that the Daily Subsistence Allowance computation for official travel is correct and accurate before releasing funds
9. Distribute mobile phone bills to staff and ensure prompt payment of all individual
and personal calls
10. Conduct random checks to ensure that all calls identified a work-related are justifiably so
11. Provide clerical assistance (drafting letters of correspondence, etc) as necessary
12. Maintain an efficient filling system for each project implemented in the field.
13. Set appointments for Senior staff and make Travel Arrangements for HO and/or Immigration and police escorts during IM movement
14. Updated and maintain copies of all employees confidential record based in respective field office and ensure that copies of all relevant documents related to staff employment are enclosed, such as updated Personal History Forms, Curriculum Vitae Medical forms (claims, receipts), contracts, etc
15. Assist in the preparation and maintain file of Travel Authorization for staff on approved official trips
16. Maintain employee attendance and leave records and communicate with Human Resources in Jakarta for payroll purposes
17. Generate and prepare administrative report as required
18. Prepare Minutes of meeting as required
19. Undertake other administrative and finance duties that may be assigned from time to time which are commensurate to the position
Desirable Qualification:
Diploma in Accounting or Business Administration with at least three years working experience in these fields,
Knowledge of IOM accounting systems, software and procedures a distinct advantage.
Ability to prepare clear and concise reports and to analyse and interpret source information and data. High level of computer literacy is required, particularly in IOM computerized accounting systems. Good knowledge of MS office, specifically EXCEL.
Good communication skills. Personal commitment, efficiency, flexibility, drive for results, respect for diversity and creative thinking. Ability to lead, coach and work effectively and harmoniously with colleagues from varied cultures and professional backgrounds is a requirement.
Thorough knowledge of English, knowledge of IOM, UN or NGO accounting systems.

Kuliner : Angkringan Renes “Kang Barie”


Tiada habisnya kalau kita membicarakan tentang kuliner di kota Jogja, salah satu yang bisa dijadikan referensi untuk memanjakan perut kita adalah Angkringan Renes “Kang Barie”. Berbeda dengan angkringan umumnya, selain menyediakan menu utama angkringan disini juga menyediakan nasi plus sayur dan tentunya bisa mengambil sendiri. Terletak dibawah jembatan layang Janti tepatnya di sebelah utara toko computer Alnect, anda menikmati makanan-makanan yang tersedia disini sambil sesekali terdengar kereta api lewat.

Dilihat dari pengunjung angkringan yang datang kesini cukup bervariasi mulai dari pengemis, mahasiswa bahkan eksekutif muda berdasi pun tidak sungkan datang kesini. Kuliner : Brongkos Warung Ijo Bu Padmo.

Sempit, susah jalan masuknya dan ramai mungkin itu kesan pertama bagi siapa saja yang pertama kali ingin mencicipi brongkos di Warung Ijo Bu Padmo. Dengan warung bercat warna hijau terkesan biasa saja, tetapi siapa sangka warung makan brongkos ini cukup terkenal di Magelang bahkan sampai Yogyakarta. Terletak persis di bawah jembatan Kali Krasak warung ini memang tidak terlihat dari jalan raya, tetapi yang membuat warung ini terkenal adalah Brongkos dan sayur-sayur lainnya yang sangat nikmat, terbukti dari artikel kliping koran yang di tempel di dinding warung terdapat beberapa liputan dari media cetak maupun elektronik baik lokal maupun nasional. Penasaran…silahkan coba sendiri.

General Functions :
Under the direct supervision of the Project Manager (PM), the Technical Training Coordinator will undertake provision of technical training for micro-and small enterprises under the Java Reconstruction Fund (JRF) livelihood recovery project for earthquake-affected regions in Yogyakarta and Central Java. In particular he/she will:

1. Assist to design and execute market research activities, feasibility studies, value chain analysis and needs assessments to inform the design of interventions for the targeted beneficiaries;
2. Develop terms of reference for technical training components, in areas such as sustainable agriculture, product value-adding, design, clean production, biogas generation and micro-finance;
3. In close coordination with HR Unit, identify needs for staffing, expert resources and consultants and undertake recruitment to this end;
4. Develop and administer technical trainings targeting micro-and small enterprises with a particular focus on small-holder agriculture, livestock breeding and batik;
5. Develop and update a work plan for implementation of technical trainings in line with agreed targets and expected project outcomes;
6. Draft cost-effective training budgets and assist in the procurement of consultant organizations; monitor the implementation of technical assistance and ensure compliance of service providers with their contractual obligations vis-à-vis IOM;
7. Ensure timely transfer of funds to consultants in accordance with payment schedules and agreed achievement milestones;
8. Ensure coordination and sharing of vital information with other IOM units and departments in Yogyakarta;
9. Oversee a programme of micro-credit training and collaborate with partner implementing agencies for referrals of IOM beneficiaries to local micro-finance institutions;
10. Expand/develop an existing database to ensure that outputs and achievements are adequately recorded; feed updated data to the IOM Information Management, Monitoring & Evaluation Unit (IME);
11. Assist the Project Manager to supervise project assistants and individual consultants;
12. Attend meetings, forums and capacity-building workshops, as requested by the PM;

Desirable qualifications:
University degree, preferably in Agricultural Economics, Finance, Business Administration, Rural Development Studies or alternatively, a combination of related education and professional experience; at least three years of professional experience with agriculture, livelihood and/or small business development projects; familiarity with sustainable/integrated agriculture methods and concepts, organic farming and/or livestock breeding; previous experience in undertaking research, particularly regarding value chains;

Objective 1: Organize and manage the base’s Logistics and Administration Finance
- Monitors closely the financial management (bank account opening/closing, Forecast, revision of Forecast, ACF purchasing procedure, budget follow up, accountancy bundles send to Capital).
- Supervises the preparation and closing of the monthly account (cash book, bank book, no missing invoices, no cash loss, bank reconciliation).
- Manages money transfers from the Capital, in accordance with security guidelines. HR management
- Staff management in collaboration with Administration in Jakarta. (including making sure that all base staff have received an up-to-date Job desk, working contract, and information about ACF staff regulations and charter)
- Staff recruitment (test and interviews) following HR Guidelines.
- Ensure the good preparation of monthly payroll and Jamsostek payment, and send in respect of planning to Jakarta for validation
- Monthly HR report
- Ensure the respect of ACF staff regulations and HR procedures Programs:

o Liaises with local NGO partners on contractual issues

Logistics:
- Supervision of the whole logistics process in Yogyakarta base and in the field sub-bases, including:
o Logistics Department human resources
o Contracts for vehicles, premises, etc.
o Vehicle management and maintenance
o The supply chain (including reception and processing of orders, order follow-ups)
o Logistics files and documentation
o Stock management and monthly stock reports
o Monthly logistics report


Objective 2: Supervise the follow-up of the log/admin procedure in ACF local partner
o Develop the proper tools for the logistics procedure of the partner, in accordance with Kit Log V3
o Develop the proper tools for the financial procedure of the partner
o Audits accounts of local NGO partners as necessary.
o Ensures that the security guidelines are followed and respected by the local partner

Objective 3:
Manage the security of the base.
o Write and implements the Yogyakarta security plan
o Ensures that the security guidelines are followed and respected
o Sensitizes local NGO partners on security issues
o Reviews and revises (when necessary) the security guidelines
o Manages staff movements according to program priorities and security information.
o Gathers security and political information through ACF staff, community, authorities, other NGOs and provides written analysis reports (in the monthly sitrep or ad hoc as required)

Objective 4:
Represent ACF at province level
o Liaises with local communities
o Works with province / district / sub-district and village level authorities on program issues (reports, co-ordination, information, etc) in close collaboration with the technical teams.
o Represents ACF towards GoI and humanitarian actors (namely: attends cross- sector coordination meetings and other non-technical meetings, compiles ad-hoc reports for local authorities)
o Ensures that communities and authorities understand ACF charter and
programs.

Objective 5: Facilitate communication and integration between the different
programs.
o Organizes, animates, and prepares minutes for weekly base meetings
o Encourages cohesion between the different departments of the base
o Prepares monthly sitrep in collaboration with program managers

Objective 6: Contribute to continual analysis of humanitarian situation in Yogyakarta and adaptation of ACF strategy.
o Collects information from media, authorities, and other NGO’s on
humanitarian situation.
o Participates actively in strategy meetings at base and mission level.

General functions:
Under the direct supervision of the Livelihood Field Supervisor (FS) and under the overall supervision of the Community Engagement Coordinator, the Junior facilitator will assist in implementation and monitoring of field activities under the Java Reconstruction Fund (JRF)- funded Livelihood project implemented by IOM in Yogyakarta and Central Java. In particular he/she will :
1. Assist FS and the Field Assistant (FA) in implementing project activities, working closely with communities and local partners in government and civil society.
2. Assist FS and FA in socialization meetings and focus group discussions in the village/sub-village, ensuring the inclusion of women and vulnerable community members.
3. Provide on-going technical assistance and support in the field to communities and partners, promoting transparency and accountability;

IOM-JRF Gelar Simulasi Tanah Longsor di Krikilan, Klaten

Dalam rangka mendukung program pemulihan ekonomi pascagempa 2006, International Organization for Migration (IOM) yang didukung oleh lembaga donor Java Reconstruction Fund (JRF) menyelenggarakan pelatihan Pengurangan Risiko Bencana Berbasis Komunitas (PRBBK) di Desa Krikilan, Bayat, Klaten, Jawa Tengah, pada Minggu (6/3), mulai pukul 09.00 WIB hingga selesai.

Dalam program ini, akan diadakan simulasi bencana tanah longsor yang merupakan salah satu potensi Desa Krikilan. Tujuannya, untuk memperkuat kapasitas masyarakat Krikilan dalam menghadapi kemungkinan bencana yang berpotensi muncul di desa ini, terutama tanah longsor. Lebih jauh lagi adalah untuk mengamankan aset penghidupan yang selama ini sudah didukung oleh IOM dalam Proyek Pemulihan Mata Pencaharian IOM-JRF dari risiko-risiko bencana tersebut.

Setidaknya, ada 4 kali pelatihan dalam Program Pelatihan PRBBK IOM-JRF sepanjang 16 Desember 2010 sampai dengan 13 Januari 2011. Yaitu Pelatihan PRBBK untuk Kelompok Perempuan, Pelatihan PRBBK untuk Pemangku Kepentingan Desa, Pelatihan PRBBK untuk Tim Siaga bencana desa.

Hasil-hasil dari pelatihan PRBBK IOM-JRF di Desa Krikilan nantinya akan dibentuk tim siaga bencana desa Krikilan, peta ancaman dan jalur evakuasi bencana desa, peta kerentananan desa, dokumen rencana kontinjensi dan SOP Simulasi Penanggulangan Bencana Desa.

Jumlah penerima manfaat dari pelatihan PRBBK IOM-JRF ini adalah sebanyak 60 orang, yang terdiri dari 37 peserta perempuan dan 23 peserta laki-laki. Tim siaga bencana desa yang terbentuk terdiri dari 30 orang (14 laki-laki dan 17 Perempuan).

Eka Sri Purwanta, SE., Kepala Desa Krikilan mengucapkan rasa terima kasihnya atas pendampingan yang dilakukan IOM selama ini. IOM sudah memberikan dorongan untuk memotivasi masyarakat Krikilan untuk bisa bangkit dari keterpurukan karena gempa melalui ilmu pengetahuan dan bantuan-bantuan lainnya yang diberikan selama ini.

Dijelaskan lebih lanjut, PRBBK yang diselenggarakan IOM sangat membantu masyarakat Krikilan untuk bisa lebih memahami tindakan-tindakan apa yang harus dilakukan masyarakat jika terjadi bencana di Krikilan dengan tujuan untuk meminimalisir kerugian dan risiko lainnya.

Demi membantu mengupayakan pengurangan resiko bencana di level desa dari segi infrastruktur, IOM-JRF juga bekerja secara erat dengan Tim Siaga Bencana untuk mengidentifikasi kebutuhan pembangunan prasarana mitigasi bencana dengan launching pembangunan RMI (Risk Mitigating Infrastructure-Prasarana Bermitigasi Bencana) berupa talud jalur evakuasi longsor di Desa Krikilan sepanjang 20 meter dengan lebar atas 30 cm, lebar bawah 1,6 meter dan tinggi 3,5 meter.

Sekilas Proyek Pemulihan Mata Pencaharian IOM-JRF di Desa Krikilan, Klaten

Proyek Pemulihan Mata Pencaharian IOM-JRF sedang mendukung 4.300 usaha mikro dan kecil (UMKM) di Provinsi DI Yogyakarta dan Jawa Tengah dalam pemulihan usaha mereka setelah bencana gempa yang terjadi pada 27 Mei 2006. Proyek Pemulihan Mata Pencaharian IOM-JRF ini dimulai sejak Maret 2008 dan di bawah pengelolaan World Bank. JRF adalah dana hibah multidonor yang didukung oleh Komisi Eropa, Pemerintah Belanda, Inggris, Kanada, Finlandia dan Denmark, serta Asian Development Bank.

Di Desa Krikilan, IOM-JRF mendampingi warga dalam pelatihan pembuatan cone ice cream dengan variasi ukuran dan rasa, serta penggunaan bahan makanan yang sehat. Juga pelatihan sablon untuk ice cream cup yang berbahan dasar kertas.

Di sektor peternakan, IOM-JRF mendampingi warga dalam pelatihan tentang kesehatan kambing, pemilihan pakan kambing, pencatatan monitoring kesehatan kambing, manajemen kandang yang sehat. Juga pelatihan tambahan untuk kader kesehatan ternak yang dipilih dari masing-masing kelompok

Masing-masing sektor juga didampingi dalam Pelatihan Access to Finance (Pelatihan bagi kelompok dalam rangka menyiapkan kelompok untuk mengakses ke lembaga keuangan) serta Pelatihan Marketing dan Promosi demi pengembangan jejaring pemasaran dan promosi usaha.
