Expression of interest

The International Organization for Migration (IOM) has applied for financing from the Java Reconstruction Fund (JRF) to assist earthquake-affected enterprises in Yogyakarta and Central Java. IOM will apply parts of the grant for a Technical Partnership for Livelihood Assistance in Boyolali and Sukoharjo District. The activities that will be carried out by the Consultant Organization include Assessment for Identification of Interventions/ Targeting Beneficiaries, Assistance for Market Access, Capacity building Technical Assistance, Project Management and Monitoring and Evaluation.


The required qualifications of the Consultant Organization are as follows:

A civil-society or private sector organization with demonstrated track record in project management and implementation of livelihood projects at the grass-roots level using participatory approaches.
Must be able to mobilize a sufficient number of team members with relevant qualifications to implement the project.
Shall be able to demonstrate capacity to accomplish the assignment within the given timeframe.
Existing operations in and local knowledge of the targeted geographic locations will be viewed favorably.


The period of the assignment will initially be six (6) months with the possibility of extension contingent on outstanding performance.

IOM invites organizations to indicate interest in providing the services and to provide information that they are qualified for provision of the service. Selection will be carried out in accordance with the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers (as of May 2004). This is a short version of the EOI. Organizations may obtain the full version at the address below during IOM office hours, from 9 am to 6 pm. Expressions of interest must be delivered by hand before 7 May 2009 fourteen (14) calendar days after this advertisement.

Penyataan Minat

International Organization for Migration (IOM) telah mengajukan permohonan pembiayaan dari Java Reconstruction Fund dalam rangka membantu pemulihan usaha yang terkena imbas gempa di Yogyakarta dan Jawa Tengah. IOM akan mempergunakan sebagian dari hibah tersebut untuk Kemitraan Teknis untuk Bantuan Mata Pencaharian di Kabupaten Boyolali dan Sukoharjo untuk usaha skala Mikro dan Kecil oleh Lembaga Konsultan. Kegiatan yang akan dilaksanakan oleh Lembaga Konsultan adalah Penelitian untuk Pengidentifikasian Intervensi/Menetapk an Penerima Bantuan, Penggantian Modal, Bantuan Akses Pasar, Bantuan Teknis untuk Pengembangan Kapasitas, pengelolaan proyek untuk monitoring dan evaluasi.

Dibawah ini merupakan persyaratan kualifikasi bagi lembaga Konsultan:

Lembaga mitra harus sebuah organisasi masyarakat sipil atau swasta dengan latar belakang kegiatan di bidang pengelolaan proyek dan pelaksanaan proyek mata pencaharian di tingkat akar dengan menggunakan pendekatan partisipatif.
Lembaga mitra harus mampu mengerahkan anggota tim dalam jumlah yang memadai dengan kualifikasi yang disyaratkan guna melaksanakan proyek.
Lembaga mitra yang dipilih harus mampu menunjukkan kemampuan untuk menyelesaikan pekerjaan dalam batas waktu yang ditentukan.
Prioritas akan diberikan terhadap organisasi yang memiliki kegiatan dan pengetahuan di lokasi geografis yang telah diseleksi.

Jangka waktu pekerjaan untuk bagian awal adalah enam (6) bulan, dengan kemungkinan perpanjangan berdasarkan pelaksanaan kerja yang memuaskan.

IOM mengundang lembaga-lembaga untuk menyatakan minat untuk menyediakan jasa dan memberikan informasi bahwa mereka berkualifikasi dan memenuhi syarat untuk pekerjaan tersebut. Penyeleksian akan dilaksanakan sesuai dengan World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers (Pedoman: Penyeleksian dan Penggunaan Konsultan oleh Peminjam Bank Dunia) (tertanggal Mei 2004).

Surat ini merupakan versi singkat Penyataan Minat. Lembaga-lembaga yang berminat dapat mendapatkan versi lengkap di alamat di bawah ini selama jam kerja IOM, dari 09.00 hingga 18.00.

Position title : M & E Field Assistant (FA)
Duty Station : Yogyakarta, Indonesia

General functions:
Under the general guidance of the M&E Manager and the direct supervision of the M&E Supervisor, the M&E Field Assistant will be responsible for the following function :
1. Assist the M&E Supervisor to identify the key performance questions, indicators and parameters for monitoring programmes/projects performance and achievement and compare it to the purposes and targets.
2. Assist in the preparation and development of questionnaires, formulating surveys, and other templates required for monitoring and evaluation activities.
3. Provide relevant information for the ongoing monitoring and evaluation activities and impact of the programs and comply with the regular reporting requirement.
4. Conduct field monitoring of target community groups, collate quantitative and qualitative data on individual and/or group of beneficiaries.
5. Assist the M&E Unit in ensuring effective beneficiary identification, verification and eligibility.
6. Assist the M&E Supervisor to schedule and conduct spot check, random surveys; and if necessary, comprehensive operational and programmatic assessment to project locations, end users and local partners where appropriate.
7. Assist the M&E Unit in verifying the complaints received from the
community if necessary.
8. Identify constraints and issues, particularly in relation to the monitoring
and evaluation process, and provide a solution if necessary.
9. Coordinate closely with the Information and Management Unit to ensure that the data provided by M&E and other Units are adequately recorded in the Central database.
10. In close coordination with Unit Heads to obtain the updated schedule, share and discuss the progress of the activities.
11. Assist in undertaking initiatives to promote IOM’s image and activities in the earthquake affected region.
12. Provide report to the M&E supervisor on daily and weekly basis using given template
13. Act with integrity and professionalism and in accordance with IOM’s Code of Conduct, at all times
14. At the request of the Line Manager or M&E Manager, participate in staff development and training processes.
15. Perform other duties as may be assigned by M&E supervisor.


Qualifications:
• University degree, preferably in social science, administration, economic, or alternatively, combination of related education and professional experience.
• Previous and relevant experience working the community mobilization participatory approach, facilitation process, and/or monitoring evaluation activities.
• Ability to prepare quickly concise reports and input database
• Excellent command of Microsoft Office Package
• Experience working in International Organization or local NGOs
• Knowledge of statistical and quantitative methods
• Efficiency, flexibility, drive for results, respect for diversity, creative thinking, and punctual.
• Excellent interpersonal skills and demonstrated ability to work effectively in team, individual and multi-cultural environment.
• Excellent oral and written communication skills
• Ability to work in the environment of the operating areas
• Fluency in Javanese and Intermediate level of English is required.

General functions:
Under the direct supervision of the Programme Manager, and the overall supervision of the Head of Office in IOM Yogyakarta, the incumbent will be responsible for implementation of logistics activities related to the implementation of the Java Reconstruction Fund (JRF) Livelihood project in Yogyakarta and Central Java. In particular he/she will:
In close coordination with the Junior Project Assistant (Training and Media Unit) be responsible for updating the database on a daily basis based on field-derived training data and carry out day-to-day data entry;
* In close coordination with the Junior Project Assistant and the Monitoring and Evaluation Unit, prepare and submit processed data for entry into IOM’s central beneficiary database;
* Assist the Training and Media Unit (TMU) team in preparing, copying and filling various documents related to programme activities.
* Assist the CBMC in preparing periodic reports and analysis utilizing the database;
* Ensure data access protection and confidentiality of the database..
* Ensure the implementation of regular backups for the database;
* Assist in preparing attendance records and support logistics needs for training participants;
* Assist TMU in preparing logistics in relation to training graduations and other events;
* At the request of the HO or PM, participate in staff development and training processes;
* Act with integrity and professionalism and in accordance with IOM’s Code of Conduct, at all times;
* Perform other duties as assigned by the PM/CBMC.

2.Position title : Training and Media Assistant(TMA)
Duty Station : Yogyakarta,

Gross Salary : IDR 4,300,000

General functions:
Under the direct supervision of the Programme Manager, and the overall supervision of the Head of Office in IOM Yogyakarta, the incumbent will be responsible for implementation of logistics activities related to the implementation of the Java Reconstruction Fund (JRF) Livelihood project in Yogyakarta and Central Java. In particular he/she will:
* As a member of the Training and Media Unit, assist CBMC to monitor the implementation of IOM’s business development trainings, particularly in relation to Disaster Risk Reduction (DRR)-related training material;
* In coordination with IOM’s training partners, provide progress reports and regular updates to the CBMC and PM on the efficiency and effectiveness of training interventions and recommend improvements, as necessary.
* Act as focal point for coordination of training activities under the project vis-à-vis other units and departments in IOM as well is with implementing partners;
* Assist the CBMC in monitoring the occurrences of fairs and exhibitions in order to identify opportunities for IOM’s beneficiaries to participate to display and promote their products;
* Assist the CBMC in organizing fairs and exhibitions for the benefit of micro- and small enterprises assisted through the project;
* Contribute to concept papers, reports or other programme documents that pertain to business development training activities under the the unit;
* As per the request of the PM, assist the Local Government Liaison Focal Point in coordinating/ communicating with government counterparts on issues pertaining to training and capacity building in the JRF project;
* Act as “deputy” unit head when the CBMC is on leave, or at any other times directed by the PM or CMBC;
* At the request of the HO or PM, participate in staff development and training processes;
* Act with integrity and professionalism and in accordance with IOM’s Code of Conduct, at all times.
* Perform other duties as assigned by the PM/CBMC.

Desired qualifications:

University degree in, environmental studies, development studies, political science or other social sciences field, or, alternatively, a combination of relevant education and experience.Understanding of livelihood and DRR concepts required; knowledge of small enterprise development desirable. Demonstrated experience as a trainer and facilitator in the field of DRR. Strong coordination skills and ability to work effectively with implementing partners. Demonstrated networking skills. At least two years experience in a mid-level management position. Experience in international non-government organizations advantageous. Ability to prepare clear and concise
reports and a good level of computer literacy. Personal commitment, efficiency, flexibility, drive for results, respect for diversity, creative thinking. Ability to work effectively and harmoniously with colleagues from varied
cultures and professional background. Able to work during weekends and overtime, when required. Excellent oral and written communication skills, with thorough knowledge of English.
